china.org.cn says
The Twin Pagodas of Baisikou is located at the eastern foot of Helan Mountain, 45 kilometers from Yinchuan City. Baisikou once served as the summer resort of Emperor Li Yuanhao of the Western Xia, according to historical records. The only evidence is a pair of brick pagodas.

Standing face to face with a distance about one hundred meters, t he twin pagodas are hollow-brick type, with 13 tiers, 8 angles and thick-eave. They rise directly from the ground with pedestal below. Each tier of corbel extends out from the eave and walls have colored paintings. The bottom tiers of twin pagodas are rather high and have a door facing south, which leads to the pagoda. They are of high value in the study of the history of the Western Xia State.

The west pagoda is 41m high, and shapes like a shuttle. Each tier has niches at eight sides. The east pagoda is 39m high and shapes like a straight cone. Corbel at the bottom of each tier extends out from the flat seat and has niches below. Buildings around the twin pagodas were destroyed due to earthquakes in the Ming and Qing Dynasties. Only the twin pagodas have survived.
